"Do you approve of the proposal to amend the Constitution as set out in the
under-mentioned Bill?
The Bill is the 25th Amendment to the Constitution (Protection of Human Life in Pregnancy) Bill which proposes to add two sub-sections to Article 40.3.3 of the Constitution. That article was inserted after the first abortion referendum, in 1983, and it declares: "The State acknowledges the right to life of the unborn and, with due regard to the equal right to life of the mother, guarantees in its laws to respect, and, as far as practicable, by its laws to defend and vindicate that right. The first of the proposed new sub-sections, Article 40.3.4, states: "In particular, the life of the unborn in the womb shall be protected in accordance with the provisions of the Protection of Human Life in Pregnancy Act, 2002. The second proposed new sub-section, Article 40.3.5, affirms that the Act can only be changed by the decision of the people in a referendum. The primary provisions of the Act are:
