An initiative to allow for the Guam Casino Gambling Control Act which will
provide: for licensed casino gambling in the Territory of Guam; defines the
gambling activity allowed; establishes a commission to promulgate rules and
regulations regarding licensed casino gambling; provides for civil and criminal
penalties for gambling and related activities in violation of the proposed act;
provide a mechanism by which the Commission may control the issuance of gambling
permits, conducts hearings under the proposed act, to collect licensing and
registration fees, and enforces the rules and regulations required by the act."
