Bemerkungen Wiederholung der Abstimmung vom Februar. Der US-Kongress setzt des Assoziationsvertrag am 16.10.1986 in Kraft, obwohl er in Palau nicht angenommen wurde. Der Olbiil Era Kelulau (Parlament) nimmt denselben Vertrag am 28.10.1986 noch einmal an und gibt dem Präsidenten das Recht, den Abstimmungstag festzulegen.

Abgelehnt weil das Quorum vom 75% nach Kapitel II Art. 3 und Kapitel XIII Art. 6 nicht erreicht wird.

Abstimmungsfrage:
"Do you approve Free Association with the United States as set forth in the Compact of Free Association signed on January 10, 1986 inclusive of its Subsidiary Agreements and as subsequently enacted by the United States Congress expressly approving the provisions of the Compact, including its Section 324, whereby the Government of the United States, in carrying out its security and defense responsabilities under the Compact of Free Association, has the right to operate nuclear capable or nuclear propelled vessels within the jurisdiction of Palau?"
