Bemerkungen Das Abgeordnetenhaus stimmt am 27.3.2006, der Senat am 21.12.2006 zu. Obligatorisches Verfassungsreferendum nach Kap. XVIII Art. 3 und 5. Nötig sind eine 3/4-Mehrheit in beiden Häusern und eine einfache Mehrheit aller abgegebenen Stimmen. Amtliches Endergebnis vom 17.11.2007.

Kap. XV Art. 2 lit. a:
"The legislature shall establish by law a Northern Marianas College that shall be headed by a president. The president of the college shall be appointed by a representative board of regents. The board of regents shall be appointed to staggered terms by the governor and shall have autonomy in the administration of its affairs and shall formulate policy relating to the higher education needs of the commonwealth of the Northern Mariana Islands. The composition of the board of regents and other matters pertaining to its operations and duties shall be provided by law. The licensing authority of post secondary educational institutions in the Commonwealth of the Northern Mariana Islands shall be the Higher Education Commission which shall be established by law."

Abstimmungsfrage:
"Do you approve of House Legislative Initiative 15-1 to amend Article XV, Section 2(a) of the Constitution of the Northern Mariana Islands to transfer licensing authority over post-secondary educational institutions in the Commonwealth from the Northern Marianas College Board of Regents to a newly established Higher Education Commission?"
