To amend Article IX, section 3 of the Constitution of the Federated States of Micronesia by
enacting a new subsection (d) for the purpose of conferring on the National Government and
State Governments the concurrent power to levy value-added taxes.

BE IT RESOLVED BY THE CONSTITUTIONAL CONVENTION:

That Article IX, section 3 of the Constitution of the Federated States of Micronesia shall
hereby be amended by enacting a new subsection (d) to read as follows:
"Section 3.  The following powers may be exercised concurrently by Congress and
the states:
       (a)   to appropriate public funds;
       (b)   to borrow money on the public credit;
       (c)   to establish systems of social security and public welfare; and
       (d)   to levy value added taxes."
